Acne rosacea and steroids

Dear doctor,

My question is:
Normally oral steroids give good relief in the case of acne rosacea. But, at the same time, acne r. gets "flared-up" if topical steroids are used. What is the reason for this? Also, what to look for in a topical preparation, usually bought OTC, to know if it contains any steroid ingredients?
